Marguerite Young understands that clean water is a human right. As your EBMUD Board Director, she has consistently fought for policies that protect our environment while keeping rates affordable for working families.
Her deep roots in the East Bay and her background in environmental advocacy bring a crucial perspective to how we manage our most precious resource.
Priorities and Accomplishments
Clean Safe Affordable Water
Water is a human right. As we make necessary infrastructure investments to replace aging pipes and treatment plants, we must ensure the cost doesn't disproportionately burden working families.
Led expansion of our Customer Assistance Program.
Championed the ban on water shutoffs.
Nearly tripled the pace of pipeline and aging infrastructure replacement while keeping rate increases as low as possible.
Drought Resilience
Climate change means longer, more severe droughts are our new normal. We cannot simply conserve our way out of this crisis. Under my leadership EBMUD has diversified our water portfolio through innovative conservations programs, expanded recycled water projects, smart regional partnerships, groundwater storage, and cutting-edge leak detection to save water before it's lost..

Climate Leadership
EBMUD must lead by example in the fight against climate change. I championed our goal to reach carbon neutrality for our operations by 2030. This means expanding our renewable energy generation — like capturing biogas from our wastewater treatment — electrifying our fleet, and investing in green infrastructure that captures stormwater and reduces urban heat.
We must also build resilience to the climate impacts we can’t avoid. Mitigating wildfire risk in our local and Mokelumne watershed, planning for sea level rise, and preparing for changes in water quality without sacrificing public health.
Environmental Stewardship
Our responsibility extends from the peaks in the Sierra all the way to the San Francisco Bay. I have consistently fought to protect the Mokelumne River watershed, advocating for adequate river flows to protect native salmon and steelhead populations. Managing our watershed lands for biodiversity and wildfire resilience is critical to preserving both our water quality and the natural heritage of California.
As one of the areas largest wastewater dischargers to the bay we must find ways to reduce our impact on this amazing ecosystem. Following the devastating algal bloom in 2022 my efforts led to dramatic reductions in nutrients discharges.
