About Marguerite
When I was elected to EBMUD in 2014, I promised to expand water conservation and recycling, replace our aging pipelines, keep water affordable, lead on climate action, and protect the Mokelumne River.
I kept those promises.
I have spent more than forty years protecting our environment and improving the lives of working people — including as California Director of Clean Water Action, where I fought for safer drinking water and Bay Delta water quality.
Priorities and Accomplishments
Clean, Safe, Affordable Water. Water is a human right. I insisted we make our shutoff ban permanent and expand customer assistance, while keeping rate increases as low as possible. Continued investment in maintaining our infrastructure is critical to meeting the impacts of climate change.
Wildfire Resilience. I worked with our watershed managers and the communities bordering our watershed lands to mitigate wildfire risk here in the East Bay hills.
Water Supply Reliability. Climate change means longer, deeper droughts. During my tenure we’ve increased water conservation programs to help customers become even more water wise. I’ve also championed diversifying our supply — recycled water, groundwater storage, environmentally friendly transfers, and cutting-edge leak detection.
Climate Leadership. As Board chair, we put EBMUD on a path to carbon neutrality by 2030, ten years ahead of the district's previous goal. We also must prepare for the impacts that we can’t avoid — wildfires, sea level rise, droughts and floods.
Environmental Stewardship. From the Sierra to the Bay — permanent protection for the Mokelumne, increasing recreational access to our watershed, protecting critical wildlife habitat, and dramatic reductions in the nutrient discharges that fed the 2022 algal bloom.
This upgrade to our Orinda treatment plant will allow us to deliver clean safe water for decades to come.
San Pablo Reservoir in Ward 3 is one of five local reservoirs surrounded by watershed that we manage for water quality, wildfire, recreation, and habitat.

I am proud to be endorsed by leading environmental organizations, labor unions, Democratic clubs, and elected leaders across Ward 3 and beyond — including Clean Water Action, the Sierra Club, the League of Conservation Voters of the East Bay, the Alameda and Contra Costa Labor Councils, the Democratic Parties of Alameda and Contra Costa Counties, Attorney General Rob Bonta, Congressman Mark DeSaulnier, and the majority of my colleagues on the EBMUD Board.
